In March of 1995 legislation passed which provides for Planning and Design Advances to be made by the Utah Water Quality Board to political subdivisions of the state. This legislation provided a means to provide interim financial assistance for project planning until the long-term project financing could be secured. Planning Advances assisted communities in defining a current situation, selecting the best solution, and identifying an implementation plan.
